# How measurement and billing work in collective catering contracts

How measurement sets the billable quantity: evidence, reconciliation, rate, billing statement, deductions and receivables in collective catering contracts.

The legal, tax and sanitary references in these guides are Brazilian. Check the rules that apply in your country before applying them.

Measurement is the process of recording, checking and accepting the quantity used to apply the contract's financial rule. In collective catering, this quantity can relate to meals served, requested, approved or another criterion set out in the contract.

Billing only starts after the applicable measure has been identified and reconciled. If forecast, production and service are treated as the same number, the operation cannot explain the differences and may apply a rate to the wrong base.

## The sequence of the process

The contract defines the service, unit of measure, rate, term and evidence. The operation records the facts, the parties reconcile discrepancies, the billable quantity is accepted and the billing statement applies the rate in force.

Each contract can adopt a different rule. A tender notice from Unipampa (a Brazilian federal university) uses meals actually provided and applies unit prices to the quantities served, with checking and sign-off. This is a concrete example, not a universal rule for every contract.

In administrative contracts in Brazil, Law No. 14.133/2021 (the public procurement law) and contract management rules help explain inspection, acceptance and payment. Private contracts should follow their own clauses and the applicable law.

## What the contract needs to make clear

Before the first measurement, identify the service, location, calendar, unit, rate, term, taxes, evidence, deadline and people responsible. If the contract provides for bands, minimums or adjustment rules, these need to be modelled or handled explicitly in the billing statement.

Objective criteria reduce argument after the service. The TCU (Brazil's Federal Court of Accounts), in its public procurement context, highlights the importance of a unit of measurement, records and measurable criteria. This guidance does not replace reading the applicable contract.

- Service and place of execution
- Unit of measure and source of the record
- Rate and term
- Rules for minimums, bands, extras or deductions
- Required documents and evidence
- People responsible for checking and certifying
- Deadline for measurement, billing and payment

## Operational measures and billable quantity

Forecast, requested, produced, served, measured, approved and billed are different facts. An operation may not use all of these names, but it should keep the ones needed to explain the service and the charge.

The billable quantity is the one that meets the contract rule and was accepted through the applicable flow. It does not have to equal the forecast or the quantity produced. When it matches the quantity served, that match should be a consequence of the rule and the check, not an assumption of the system.

*Common measures in the process*

| Measure | Use | Do not confuse with |
| --- | --- | --- |
| Forecast | Planning | An automatic commitment to bill |
| Requested | Communicated demand | Quantity produced |
| Produced | Execution by the Unit | Quantity distributed |
| Served | Recorded distribution | Automatically billable quantity |
| Reconciled | Decision with source and reason | The higher or lower number picked without a rule |
| Billed | Financial line issued | Measurement still open |

## How to reconcile discrepancies

Reconciliation compares sources and applies the measurement clause. It needs to record the accepted quantity, the source chosen, the justification and the person responsible. When there is not enough evidence, the open item should stay open.

Deductions and adjustments also need a contractual basis. A discount should not be created after the service without criteria defined beforehand. If there is a dispute, preserve the original numbers and the documents used by each party.

1. Confirm the Unit, date, service and unit of measure of each record.
2. Compare the operation, the Client and the attached evidence.
3. Find the applicable contract rule.
4. Record the accepted quantity, source and reason.
5. Identify any deduction or adjustment separately.
6. Submit the sign-off according to the defined responsibility.

## Building the billing statement

The billing statement generates financial lines from the reconciled quantities. Each line should preserve the Unit, service, period, quantity, rate and origin of the measurement. If there are several rates in the same accounting period, separating them by effective period is more transparent than calculating an average that the contract does not provide for.

The issued document should stay stable. A later change in rate should not rewrite an old billing statement. Corrections need to follow an adjustment flow or a new issue, according to the rule adopted.

`Gross line value = approved billable quantity × contract rate in force

If the rate changes during the period, separate the lines by effective window, unless the contract says otherwise.`

## Tax document and receivable are different stages

The operational billing statement is not necessarily the tax invoice. After checking, the operation can issue the tax document in the appropriate system and record its reference. The receivable tracks value, due date and payment record according to the financial process.

Do not assume bank reconciliation or automatic confirmation. A manual payment record needs to identify the date, amount, origin and person responsible. Delays, adjustments and cancellations should remain traceable.

## Example with a rate change

A contract had 1,000 meals reconciled in the first half of the month at a rate of R$ 18 and 900 in the second half at a rate of R$ 19. The billing statement should show two lines, each with its own effective period and origin. The total gross value is R$ 35,100.

Applying an average rate could make checking harder and should not be recommended unless the contract provides for it. Separate lines show exactly which quantity used which rate.

`Line 1: 1,000 × R$ 18.00 = R$ 18,000.00
Line 2: 900 × R$ 19.00 = R$ 17,100.00

Total gross value = R$ 35,100.00`

## Controls before issuing

Closing should block issuing when a reconciled quantity, a valid rate or information required by the rule is missing. This block is safer than issuing with zero or an estimate and correcting later.

A final review should check the accounting period, duplicates, Unit, service, effective period, quantity, rate, tax and document. The trail must allow going from the billing statement line back to the measurement that originated it.

- All measurements for the period have been reconciled
- There are no duplicate dates or services
- The rate is valid for each line
- Deductions and adjustments have a basis and a person responsible
- The total can be reproduced from the lines
- The external tax document will be referenced where applicable
- The receivable matches the billing statement issued

## Note on MEPO

MEPO generates billing statements by contract and accounting period using only reconciled quantities. Lines preserve the Unit, service, rate, effective period, tax, serving mode and origin of the measurement. Issuing creates the receivable. The system does not issue NFS-e or NF-e (Brazilian electronic service and goods invoices); it lets you record the number and date of a tax document issued outside MEPO.
